The third phase of the lockout, which has been imposed for corona control, is set to begin on Monday. The state government has eased some restrictions while extending the lockout period, which has been in force for the last one and a half months. However, confusion persists due to lack of clarity in the orders in this regard. On the one hand, the state government, which has created a separate area by separating the Mumbai and Pune metropolitan areas in the red belt, has allowed the opening of other standalone shops in these cities, including liquor shops. However, the local administration has been given the power to decide which shops are which, as there is no consensus among them, different criteria are likely to be imposed in the cities.

The state government has issued four orders in the last two days seeking relief in restrictions while extending the lockout period. The order, issued on Saturday, called for not allowing anything other than grocery stores in the overcrowded cities of Mumbai, Pune and Malegaon. However, the order was changed on Sunday. According to the number of patients, these three parts coming in the red (on page 4) (from page 1) strip were separated from the total red strip. Also, stricter restrictions than those in the red belt were imposed in all three areas. However, at the same time, liquor shops in these areas have been allowed to open.

Except for the restricted areas in these areas, liquor shops as well as single shops in the streets were allowed to open. As a result, electronics, mobile and stationery shops in Mumbai, Thane, Navi Mumbai and Pune, Pimpri-Chinchwad are expected to open. However, there is not enough clarity at the government level about what single shops are. If there are not more than five shops in a neighborhood or on the street, they are considered as single shops. However, the local administration has been given the power to decide which shop is single. So there was confusion about this until late Sunday. In addition, some municipal administrations like Nagpur and Navi Mumbai have adopted a policy of not allowing the sale of liquor and other shops as a special precaution. So there is always confusion about how much discount will be given.

The right to decide single shops is left to the local administration. Shopkeepers fear that the pockets of local officials will have to be heated to acknowledge that the shop is single at such times.

Limited industry and construction is allowed in the red belt. However, construction will not be allowed in Mumbai metropolis and Pune-Pimpri-Chinchwad. Large scale construction is underway in Mumbai, Thane and Navi Mumbai. The role of the builders' association is that this strip should have been considered. Private offices are allowed to open 100 percent in the green and orange areas. However, private offices in Mumbai Metropolitan Region (MMR) and Pune Metropolitan Region (PMR) will remain closed.

In Mumbai, Thane, Navi Mumbai, Kalyan-Dombivali, Vasai-Virar, Palghar, Alibag in Mumbai metropolitan region as well as in Pune metropolitan red belt K Shakartanalayas, beauty parlors, spas etc. cannot be started. It will all be closed. Malls, hotels, markets etc. will remain closed.
