Lockdown will still be implemented strictly within the Containment Zones till the 31st of July

The Centre has crafted a new set of guidelines for Unlock 2.0 to relax more activities in areas outside the Containment Zones. The guidelines will be in effect from Wednesday and therefore the process of phased re-opening of activities has been extended further. It said the lockdown will still be implemented strictly within the Containment Zones till the 31st of July this year. Apparently the new guidelines are drawn from feedback received from States and UTs, and after extensive consultations held with related Central Ministries and Departments.

Under the new guidelines of Unlock 2.0, Metro Rail service, operation of Cinema halls, gymnasiums, swimming pools, entertainment parks, theatres, bars, auditoriums, assembly halls, and similar places won't be allowed. Similarly, social, political, sports, entertainment, academic, cultural, and non secular functions, and other large congregations won't be permitted. The Ministry said dates for the opening of those are going to be decided separately. It said all activities, except these, are going to be permitted outside containment zones. The Ministry said, after extensive consultations with States and Union Territories, it's been decided that schools, colleges, and training institutions will remain closed till the 31st of July.
As per the rules, night curfew timings are being further relaxed and curfew shall be effective from 10 PM to 5 AM. It said, domestic flights and passenger trains have already been allowed limitedly and their operations are going to be further expanded.

It said, shops depending upon their area, can have around 5 persons at a time. However, they need to take care of adequate physical distance.

Training institutions of the Central and State Governments are going to be allowed to function with effect from the 15th of July. SOP in this regard is going to be issued by the Department of Personnel and Training.

The international aviation of passengers has been permitted limitedly under the Vande Bharat mission. Further opening-up is supposed to happen in a calibrated manner.  State Government's needs to demarcate the Containment Zones carefully with a view to arresting the spread of COVID-19, after taking into consideration the rules issued by the Health Ministry.

These Containment Zones are going to be notified on the websites of the concerned District Collectors and by the States and knowledge also will be shared with the Union Health Ministry.
