The country is now moving towards the fourth phase of unlock. That is, this is the fourth phase of economic activities to be opened in a phased manner after the lockdown, which starts from September 1. Guidelines for this have come. The Uttar Pradesh government will follow the guideline of Unlock 4 issued by the Ministry of Home Affairs, but with this guidelines, the restrictions have continued from 10 pm Friday to 5 am Monday. That is, like the previous weeks in UP, the ban on weekends will continue in Unlock 4.

- Metro rail services in metros have been allowed to operate in a hierarchical manner from 7 September 2020. However, the guidelines given by the Ministry of Home Affairs will have to be followed.

According to the new guideline of unlock-4, social, educational, sports, entertainment, cultural, religious, political programs will be given exemption to attend up to 100 people in other gatherings. During this time, the use of masks, social distancing, thermal screening and sanitizers will be mandatory.

Also, for the open air theater has been granted from September 21.

According to the new instructions of the Ministry of Home Affairs, in Unlock-4, schools, colleges, coaching institutes and educational institutions for students will remain closed till September 30. According to the guidelines, there will be no regular class activity during this period. Currently, online classes will continue.

- The guidelines given below for students and schools will be implemented from September 21 and the guidelines of the Ministry of Home Affairs will be followed.

Teaching and non-teaching staff of up to 50 percent in states and union territories can be called to schools at one time for online teaching, tele counseling and related work.
Students from class 9th to 12th can be allowed to attend the school for guidelines from teachers in schools falling outside the Containment Zone. But for this, written consent of their parents / guardians is necessary.
Skills or entrepreneurship training will be allowed in National Skill Training Institutes, Industrial Training Institutes (ITIs), National Skill Development Corporation or State Skill Development Missions or Small Training Centers registered with other Ministries of Government of India or State Governments.
National Institute of Entrepreneurship and Small Business Development (NIESBUD), Indian Institute of Entrepreneurship (IIE) and their training providers will also be allowed.

Laboratory / practical work is required only for research scholars (PhD) and post-graduate students of technical and professional programs in higher education institutions. Permission will be granted by the Department of Higher Education (DHE) in consultation with the Ministry of Home Affairs, based on the evaluation of the situation and keeping in view the incidents of COVID-19 in States / UTs.

- Activities will be restricted in cinema halls, swimming pools, entertainment parks, theaters (except open air theater) and such places.
